Research published today by the Joseph Rowntree Foundation (JRF) suggests that, with the planned cuts to local government budgets only half–way through, councils have reached a turning point in their capacity to deliver savings without cutting key services and harming those who rely on them most.
Since 2010/11, council budgets have been under severe pressure due to central government funding reductions, exacerbated by rising needs. Earlier research showed that councils had been able to absorb most of the cuts through efficiency measures with relatively little impact on front-line services.
By contrast, the ‘Cost of the Cuts’ report, co-authored by SURF Director Annette Hastings, found that the capacity for further efficiency savings is fast running out.
